Maintain the company’s compliance and ethics program and provide leadership in all facets of corporate regulatory and compliance requirements. Manage the interactions between Blue Cross and external regulatory agencies and the board on issues of compliance, regulation, and ethics.

Managed activities of legal department in collaboration with General Counsel, including risk management, goal setting, resource allocation, recruitment and budget.

Directed staff in regulatory affairs and state and federal compliance initiatives, including product and contract drafting, regulatory proceedings and implementation of statutory and regulatory requirements. Developed, established and directed a broadly distributed corporate compliance program covering commercial and government business. Lectured on compliance locally and nationally. Directed the internal audit and risk assessment functions.
